Sound Masking for Legal Environments: Orange County Sheriff’s Office

Project Overview: Sound Masking Upgrade for Sheriff’s Office Privacy

  • Project: Sound Masking for Legal Environments
  • Address: 2500 W Colonial Dr, Orlando, FL 32804
  • Facility Type: Law Enforcement / Government
  • Objective: Improve speech privacy in interrogation & soft rooms
  • Scope: Install sound masking & replace select ACT ceiling tiles

The Orange County Sheriff’s Office faced a significant challenge—private conversations in interrogation and soft rooms were audible from adjacent spaces and corridors. This compromised investigative integrity and discouraged victims from speaking freely in rooms designed for safety and comfort.

Commercial Acoustics was contracted to diagnose sound transfer paths, seal structural gaps, and design a sound masking system tailored to the needs of a high-security legal environment.

  • Acoustic Testing: Light tests confirmed door sweeps & seals performed well
  • Above-Ceiling Leaks: Penetrations for conduit & piping enabled sound transfer
  • Flanking Paths: Shared airspace over ACT ceilings increased audibility

Pre-installation assessments showed doors and seals functioning as intended. Above the ACT ceiling, however, walls extended to the deck but included unsealed penetrations for utilities. These openings created direct flanking paths for speech. Our team sealed these penetrations with acoustic caulk to reduce transmission and prepare the space for a properly tuned acoustic masking system.

Designing & Installing the Acoustic Masking System

  • Emitter Placement: Units installed in each room plus corridor coverage
  • Zoning Control: Independent volume & frequency tuning by area
  • Ceiling Integration: Sequenced with ACT tile replacement for efficiency

A customized layout ensured uniform coverage: each interrogation room, soft room, and corridor received a sound masking emitter mounted on J-hooks fastened to the deck above, with power and data cabling routed to a centralized controller. Our team used the Sound Masking Calculator during design to verify emitter counts and placement, ensuring consistent coverage across every space.

Because ACT tiles were due for replacement, our schedule removed the old tile, installed equipment, and replaced tile in one streamlined process to minimize disruption and avoid coordinating multiple contractors. This method simplified logistics while improving installation efficiency and maintaining precision in the sound masking system.

Results & Operational Impact

  • Enhanced Confidentiality: Overhearing between adjacent spaces eliminated
  • Restored Functionality: Soft rooms ready for sensitive interviews
  • Improved Workflow: No need to relocate or reschedule interviews

After installation and tuning to meet dBA and speech privacy spectrum targets, conversations were no longer intelligible in neighboring rooms or hallways. Investigators could conduct simultaneous interviews without interference, and victims or witnesses could speak without fear of being overheard—directly supporting procedural compliance and protecting sensitive information in a legal environment.

  • Protects Sensitive Data: Keeps privileged conversations private
  • Supports Compliance: Aligns with confidentiality requirements
  • Adapts Easily: Performs in courts, law offices & law enforcement

Sound masking introduces a consistent, low-level background noise that makes speech less intelligible at a distance. Unlike physical barriers alone, it addresses indirect transmission through ceilings, ducts, or shared airspaces. In this project, sealing flanking paths paired with a tuned masking system created a reliable, non-intrusive privacy solution that meets operational needs and legal standards.

Conclusion: Restoring Privacy in Law Enforcement Facilities

The Orange County Sheriff’s Office case demonstrates how a targeted sound masking strategy can resolve privacy challenges in high-stakes legal environments. In interrogation rooms and administrative corridors, even small leaks of conversation can compromise investigations. By sealing flanking paths before installation, Commercial Acoustics delivered maximum system performance and dependable confidentiality.

For architects, contractors, and law enforcement officials, this project highlights the value of integrating privacy measures into facility design. A well-engineered sound masking system not only protects sensitive conversations but also supports officer focus and public trust. If your legal environment requires dependable speech privacy, our team can design and install a solution tailored to your facility and schedule.

How does sound masking improve privacy?

It emits a controlled background sound that reduces speech intelligibility, making conversations harder to overhear.

Can it be installed without interrupting operations?

Yes. Work can be phased or scheduled after hours to minimize disruption in active facilities.

Is sound masking enough on its own?

It is highly effective, but performance improves when gaps are sealed and door assemblies are properly specified.

Does it meet confidentiality standards?

Acoustic masking is widely recognized as a practical method to meet privacy guidelines in government and legal spaces.

How long does an installation take?

Most projects of this scale are completed in one to three days, depending on layout and access.
